摘要:当前,我国学前教育公益性弱化趋势明显,应在学前教育事业的发展与改革中秉承和强化公益性这一根本属性。学前教育的公共属性决定了其主要应当由国家供给,即政府承担学前教育的财政投资和监管责任。制度创新是国家承担学前教育供给的重要内容,学前教育的公益性需要法治保障。在我国学前教育法立法中,应当明确学前教育的公益导向,确立学前教育的政府主导责任,加强学前教育监督管理,加大学前教育师资培养力度,并处理好公益性与普惠性、学前教育与义务教育、公办与民办、公益性与资本逐利性之间的关系。At present,the weakening trend of public welfare in preschool education in China is obvious.We should uphold and strengthen the fundamental attribute of public welfare in the development and reform of preschool education.The public nature of preschool education determines that it should be mainly supplied by the state,that is,the government should bear the financial investment and supervision responsibility of preschool education.The innovation of institution is an important part of the supply of preschool education for the state,and the public welfare of preschool education needs legal protection.In the legislation of China’s preschool education law,we should make clear the public welfare orientation of preschool education,establish the government’s leading responsibility of preschool education,strengthen the supervision and management of preschool education,strengthen the training of preschool education teachers,and deal with the relationship between public welfare and universal benefit,preschool education and compulsory education,public and private,public welfare and capital pursuit.
