高等教育公平的内涵特征及其政策保障

摘要:通过对我国学前教育政策的演进脉络进行梳理,可以厘清学前教育政策变迁的转变是时代发展所迫。我国学前教育政策变迁的特征呈现为学前教育政策发展目标上的普惠性,内容上的系统化,形式上的多样化,立法上的空白性四个方面。新时期我国学前教育政策发展还需进一步回答多元参与权力如何保障,立法难题如何破解,普惠性目标如何实现以及实践性与前瞻性如何化解四个困境。基于此,未来我国学前教育政策发展需要迫切解决的核心问题为:一是激发多元主体参与治理,实现学前教育发展的民主化与科学化;二是加快立法步伐,为学前教育的发展提供法治保障;三是加大投入和资源分配,切实解决学前教育发展的现实矛盾;四是加强理论学习与实践指导,保障学前教育政策发展的实践性与前瞻性。Through sorting out the evolution of preschool education policy in China,we can clarify that the change of preschool education policy is forced by the development of the times.The characteristics of the policy change of preschool education in our country are four aspects,namely,the universality of the goal of the development of the preschool education policy,the systematization of the content,the persification in the form and the blank of the legislation.How to guarantee the multiple participation right,how to solve the problem of legislation to manage the preschool education,how to realize the goal of generalized preferences and how to resolve the practicality and foresight are still need to be solved nowadays.In the future,the key problems which should be solved as soon as possible of managing preschool education are encouraging multiple subjects to participate the management of preschool education and realizing democratization and scientization,accelerating the legislation of preschool education and providing the legal guarantee,increasing the investment and resource allocation and solving the contradiction between people’s needing demand of high-qualified preschool education and unbalanced and deficient development of preschool education in present,strengthening the theoretical study and practical guidance,and ensuring the practicality and prospect of the development of the preschool education policy.
